  2. Favoritism
  3. Nepotism
  4. Micromanagement
  5. Disorganization (OK, Chaos, actually)
  6. Erratic, wildly unpredictable staff
  7. Louder ship interpreted by inept management as Leadership
  8. Grandiose Unattainable Master Plan to expand/ rebuild
  9. Unattainable Because public will never support expansion/rebuilding of such a poorly administered institution
  10. Morale low enough to support implementation of a major outside intervention
