I have no idea how the weather theme developed.
  1. To join two independent clauses when the second reiterates the first, or both are of comparable emphasis.
    I wish the weather would cool down for the season; the first day of Winter should feel a little chilly.
  2. To join two independent clauses when the second starts with a transition or conjunctive adverb.
    It had begun to rain before we arrived; however, the rain dissipated quickly.
  3. To join a series of items when the series already utilizes commas.
    Locations with comparable weather include Jacksonville, FL; King's Bay, GA; Aiken, SC.
